THE LEGISLATIVE COUNCIL.
Wellington, July 31. The Hon. R. A. Loughnan, discueiing the Legislative Council Bill, declared in favor of the nominative system, ae the only one under which the Chamber can properly carry omits basic functions. The Hon. G. M. Luke declared in favor of the elective system, but as a result of reflection, he had come to, the conclusion that tha proposal mad# by the Hon. J. R. Sinclair was the most likely to meet existing necessity. The Hon. J. Duthi® favored election, but-was not converted to proportional representation, which' would hand the country over to organisations. . The Hon. J. T. Paul said he was supporting thf Bill;«» Hie supported the. Bill last year. nominative system was unpopular,, .because people bad no , yolce in .it. , Legislator* should only derive their authority from the, people. He thought that the closer people were brought into contact with public 1 institutions the greater theninterest in them.
