; ——~™ GUARANTEE AGAINST LOSS. (Received 8.0 a.in.) London, April 15. Mr Henniker Heaton telegraphed to the South of Scotland Chamber of Commerce that he and his friends offered the Government a bank guarantee against loss in connection with universal penny postage.
