During the naval'debate Mr Charles Murphy asked how could the Admiralty approve- of the Australian policy of a fleet unit and at the same time approve of the Canadian policy of contribution to the Imperial Navy. He claims that the Cabinet first decided on the Canadian policy, and then sought to buttress their case by the Admiralty memorandum.
