THE NEW ARMY BILL. (By Electric Telegraph. —Copyright.) (United Press Association.) ' Berlin, February 27. Some authorities estimate that the now Army Bill will involve another ten millions. The press foreshadow difficulties in the Reichstag over the Bill. Imperial and Prussian loans aggregating twenty millions are pending. The money will chiefly be expended on railway construction.
