THE CANAL TREATY. (Received 11.50 a.in.) New York, February 5, Mr M’tchell Innes, in a statement in connection with the Panama Canal, says he is certain the British Government believed America never intended to violate,the Canal Treaty. He was sure an honourable settlement would be achieved.
