THE QUESTION OF TOLLS. (By Electric Telegraph.—Copyright.) (United Liesb Association.) London, January 21. In a Blue Book, Mr. Knox, in reply to Sir Edward Grey, said that the British objections relate exclusively to tne Canal Act, which does not fix to.ls. Tne proclamation fixing tolls disposes oi : the supposition of possible injust.ce and inequality. Mere possibility is no ground for arbitration. He suggests that Britain may require to examine the computations on which the tolls are based, with a view to deter mining whether any unfairness might exist. He adds that the differences regarding such questions of fact may be referred to the joint High Commission, provided for in the unratified Anglo-Ameri-can Arbitration Treaty of 1911, which America is prepared to ratify.
