SPYING OUT THE LAND.
GERMAN AND JAP VISITORS. (Received 9.25 a.in.) Sydney, October 31. It is reported that two Germans wore noticed recently in the neigh hourhood of Prospect, near Sydney, and their actions being suspicions, they were shadowed and arrested while making a plot of the surveys and natural features. They were subsequently released as the existing State law gave no power to arrest for espionage unless surprised while taking maps and surveys on a military reserve. Three Japanese, with a plan, a table, and military survey instruments were discovered near Barranjoey. When questioned, it was found that only one spoke English and that imperfectly. Investigations subsequently revealed that the Japanese officer's wore speaking English well. One was of Irgh rank and had been tlirough the RussoJapanese war. All have since departed for Japan.
