Nogi's will is a pathetic document. It says: "I follow the Emperor because my \services are no longer required. I have often sought to die on the occasion of a great national calamity. I purpose' distributing the property of my wife to friends and public institutions, thereby indicating that my wife's death was unpremeditated." He gives his body to the medical college. HOLLAND'S POSITION. The Hague, September 17. General De Beer, of Portugal, in an article in the Vadeland, criticised M. Germinet's argument that France was able to block the Straits of Dover in Mar time as incredible. It would inflict incalculable loss on Dutch commerce. He suggests that an official statement on the subject would not be out of place.
HON. J. BRYCE
Washington, September 1.7. The Hon. J. Bryce, interviewed, refused to comment on the Panama Canal. Ho Said that the people of New Zealand and Australia had a cordial feeling of goodwill towards the United States, and were extremely desirous to further business relations. Ho acknowledged the warmth of his reception everywhere during his Australasian tour.
