Samuel, at West Hartlepool, referring to three-cornered contests, said that it might be necessary to adopt a transferable vote, enabling an elector to express both a first and second choice of candidates. Mr. Winston Churchill's devolution proposals for England were not for to-day or to-morrow, but for consideration with a view to the future. AUSTRALIA AND HOME RULE. London, Spetember 10. Mr. W. Redmond, interviewed at Plymouth, said that the greatest impression of his mission was the extraordinary unanimity in Australia in favour of Home Pule. He was astonished how keenly interested Australians wore in Home affairs, and how much they knew, of what was going on. Ii the people at Home took the same interest in Australia it would result in mutual advantage.
