THE PANAMA CANAL

The House by 100 to 90 refused to permit the imposition of tolls on American vessels engaged in the coastwise trade using the Panama Canal. A sharp attack was made on the prohibition of railroad owned vessels using the canal.

General Botha,' the Premier, announced the acceptance of the Hon. F. O. Hull's (Minister of Finance) resignation, and intimated that there would be a reconstruction of the Ministry at the end of the session. Meanwhile the Smuts (Minister of Railways) would be entrusted with the portfolio of Finance. Mr Hull accused the Hon. J. W. Sauer (Minister of Justice) of systematically ignoring his colleagues and incurring expenditure on amended railway rates without consulting the Cabinet. Mr Sauer denied this. THE WAR IN TRIPOLI.
