Lu-Cheng-Siang. hitherto Minister at St. Petersburg, takes .the Ministry of Foreign Affairs; Tuan-Chi-Jui, formerly Viceroy at Hukwang, War; Ciicn-Chi-Wci, a prominent Shanghai revolutionary, Commerce. The Cabinet is considered progressive, but not particularly strong, and will be more popular in the S" uth than the north.
