SOCIAL NEEDS FOREMOST IN LEGISLATION.
THE PRESS FAVOURABLE
Berlin, February 8. The Kaiser in his speech,' said that, hr a generation provision for social needs had been given a prominent place in Imperial legislation. The benefits of insurance had recently been further extended. The same social spirit from whence this sprang must continue to hold sway. The finances had gained stability. The enterprise of the people had made for high achievements in industry, manufacture, trade and commerce. The Government, in concluding new treaties, would adhere to the foundations of the fiscal policy. The agreement made with France showed the readiness of Germany to amicably settle international disputes. Press criticism is generally favourable. The worst that is said of the speech is that it is colourless. The inspired Socialist press refrain from commenting, although the Yorwaerez declares that the business of the times is to break clown the whole competition in armaments.
