LORD ROSEBERY ■ ON■ BRITAIN’S RESPONSIBILITIES. ' ' BINDING ALLIANCES WANTED. London, January 13. Lord Rosebery, speaking at Glasgow, referred to Lord Roberts' serious criticisms of the Territorials. Such warnings, ho said, should carry enormous weight. Moreover, England was now embraced nithin the Continental system, and committed to vague liabilities and obligations, which.,might lead her into the greatest war since Napoleon. He did not criticise Sir E. Grey, but he contended that if obligations under the foreign policy were accepted, we must be"prepared to make our liability good. He preferred definite alliances to vague ententes, inasmuch as an alliance’s limit was defined. CONGRATULATIONS FROM BRITISH LABOURITES. INTERNATIONAL SOLIDARITY.
