OFFICIAL MANIFESTO BY THE. GOVERNMENT. SOCIALISM’S EXCLUSION URGED (Received 9, 8.25 a.m.) Berlin, January 8. An official manifesto in the “North German Gazette” states that the Government seeks to exclude Socialism from the next Reichstag, to elmrthe ■wav for increased naval and military lefislat’on. It concludes: No man solicitous for the Fatherland’s future can veto for a Socialist.
