CONSCRIPTION.
APPEAL BY NATIONAL SERVICE LEAGUE. UNIVERSAL SERVICE URGED. (Received 9, 10.5 a.m.) London, January 8. The National Service League has issued an appeal signed by Lord Roberts that while supporting the efforts to make the Territorials _ efficient it does not conceal the opinion that the country will never be able to rely upon them for protection while it rest on voluntary enlistment. The force, lie contends, is still fifty thousand short of the requisite strength.
