NEGOTIATIONS TO BE DELAYED

Two treaties are likely to replace that abrogated with Russia. One will relate purely to commerce, and the second to matters of citizenship, including treatment, of the Jewish question. Negotiations, however, arc unlikely to be undertaken until Septmbor. ‘
