' There is a spy panic in Germany. Some newspapers allege that when the Moroccan dispute was acute suspicions of postal oiiicials was aroused uy heavy British remittances to noncommissioned officers, now supposed to l)c for the plans of harbours, water reservoirs, and naval signal codes. The newspapers add that the first squadron of turn North Sea fleet remained at sea for several weeks because plans of Willielmshiiveu Harhour were betrayed to Britain, enabling her to blow up the baiboui gates and bottle the licet.
