THE INSURANCE BILL

In tho course of the debate on the Insurance Bill in the House of Lords, Lord Haldane regretted the lateness of the session. The alternative was to postpone the measure for a long period. Lord Lansdowne declared that it was futile to amend tho Bill unless the Commoners objured their privileges. Though not a Money Bill it spelt money in every clause. An attempt to revise would lead to barren and ineffectual wrangling and saddle the Lords with a share of the responsibility for the Bill. A referendum was not desirable. Tiie machinery did not exist, and it would force the electors to choose the Government Bill or none.
