AiCh 1111. V AiEE'i INC. The monthly meeting of the Stratford Lurougli Council was hold last evening. Present, the Mayor (Mr J. Masteis), Crs. G. Sangsear, J. . lioon, .J. McAllister, T. Lawson, J. L). .Jtiealy, it. Mc.il. Monson, T. Jj. Paget, and A. J. King. Library Ccnvunitee. The Library Committee reported: We have considered the question of opening tue reading room on Sundays, and would advise the Council to keep the room ’closed. (Jn a recent Sunday, damage was done to one ol tue tables, and the caretaker reports that on more occasions tiian one ho lias found the lights turned on alter he nas turned taem off. With reference to the Ericlyclopedia, we would adi iso leaving it in the Council Chained-, and suggest that,, notice be placed in the reading robots and Liorary, drawing attention to the fact that tno work was available for reference on application to tue Town Clerk. Or. Paget suggested that large notices properly printed in block type oe placed in tno reading room, tie suggested as an amendment that tna iiiorary Committe bo instructed to report upon the advisabiliy of extending the Library and employing a iiorariau whose sole duty snould be o cake charge of the Library. As far as he could see at present, the Library was a minimum of use to the people. Tho clerk did her best, but she was chiefly an assistant to the Town Clerk, not a librarian at all. He thought it might be possible to enlarge the scope of the Library by employing a permanent librarian, and moved to! tnat effect.
Cr. Moi’ison said that it was very seldom lie had the pleasure ol agreeing with Cr. Paget, but in this case ae most > heartily seconded the resolution, especially with regard to the permanent librarian. Or. King raised the question of cost, which he estimated at £l9O a year. Cr. Paget: Tut, Tut! The motion was carried. Abattoir Report. The manager of the Abattoir reported that during the past month 62 cows, 16 heifers, 19 oxen, 6 calves, 213 sheep, 111 lambs, and 35 pigs had jeen slaughtered. lees for the month totalled £59 13s 9d. During the same period 18 head of stock were found to bo affected with disease, and two'cows, two sheep and one pig were wholly condemned, while four cows, cwo heifers, seven sheep, and one pig were partially condemned. The plant, etc., ware in good order, but the Government inspector had recommended a few minor repairs to the boiler.— Adopted. inspector s Report. The Borough Inspector reported that from November Ist ho had impounded: 73 head of cattle, and 6 persons had been convicted for breaches of the by-laws. , It was desired to dra,wi, Ids" attention' to dilapidated fences, overhanging trees, and signs which were, not erected in accordance with the by-laws, namely, eight feet above the footpaths. !■}'-h Overseer’s Report. The Overseer reported that Broadway, North, LeUf Street, and Flint Rottd, Hitl been‘tfepaired, while crossings had been pjjbuti.lp Messrs Hand-ley/.and,,-Toolcer’s properties respectively. ‘ A quantity of a op.bant had been prepared for repairing footpaths in Broadway central, and this work would bo put in hand when tiro weather was favourable. A 2-inch watermain had been put in Antonio Street, together with the necessary connections. The work of laying water to Messrs Dwyers and Hatcher’s properties would be put in hand on Monday next.—(parried., , , |i- Genera!.

The statement of. receipts and expenditure for tlie month showed that receipts \yere £313 18s 6d and expenditure £233. 17s. The present debit balance was £1632 17s 6d. Mr B. Hhrkness wrote, asking the Council.to put a price on the machinery of. a windmill at the abattoir.— The -Mayor moved that it be left in tiio hands of the Abattoir Committee, with power to act.—Carried. S., H. James wrote, applying for permission to put a wooden culvert down in front of a cart dock. He would put down a concrete culvert if the Council would put in concrete channelling and curbing.—The Mayor moved that the matter be held over. —Carried. Cr. Boon brought up the question of cleaning out the tunnel head. He said it was choking up with black filth, and this was probably the reason of the water being tainted. He moved that the Works Committee report on the matter. —The Mayor said it was impossible to clean it out properly. What was wanted was a tunnel will an automatic cleaner. The motion was carried. The manager of the Bank of Australasia wrote, asking for the following information with regard to a culvert in front of the Bank premises: Exact position of culvert, depth, what portion in good solid earth, what portion otherwise, what portion drain and size, and the date when the original and each subsequent work was done. The-' opinion was expressed that this was 'iV'big task, and it was decided that the Overseer report on the amount of work required to enable an answer to he given to the Bank, and what would he the cost of obtaining the necessary information.
