“The Times’ ” Teheran correspondent states that the Russians will reach Ivasvin on Wednesday.

The Persian Cabinet is disposed to grant concessions, but is anxious to retain Mr. Morgan Shuster, the only man able to stop the plundering of tho Treasury. It is expected that Russian and Britain will agree to abolishing the Mejliss.
