THE ARDUOUS PRELIMINARY WORK.
AN OFFICER EXPLAINS
(Per Press Association.) Christchurch", December, 1. In a report on the working of the new defence scheme, in Canterbury, Colonel Burnett Stuart, referring to the disappointment that the scheme was not developing more rapidly, details the great amount of preliminary work that had to he done in evolving an entirely now organisation, including taking stock and adjusting leases. The work of compiling alone took six months, and had to be done with extreme care, as it was the foundation of the system. A mistake was made in beginning training and holding parades before the Department was ready. Yet the scheme was not a failure. It had not yet been tried. The Colonel says lie knows of no intention to modify the Act.
