Lord Charles Beresford, in a speech at Portsmouth, assured Mr. Churchill that he would loyally support him if he aimed to strengthen the licet in a way that nobody would dare to attack \is. He rejoiced that My. Churchill was adopting a war stab, ■’which was the host means of securing instant readiness.
