In the Assentoly the Crown Lands Declatory Bill, slightly amended from last session’s .Bill, was reintroduced with tire object of consolidating the existing laud laws. FEDERAL PARLIAMENT. Melbourne, November 1. The House read a third time the Amended Arbitration Bill. The Commonwealth Banking Bill was introduced, and alterations made providing for it to be managed by a governor and a deputy-governor, instead of a board as at first proposed ; also giving power for the establishment of branch banks in London or other places beyond the Commonwealth.

The final Assembly election for Rocburn resulted in the return of Mr. Gardiner (Labour). The new House will consist of 34 >Labourites and 16 Liberals.

Parliament lias opened. The Governor’s speech referred to the fact that a Labour Government was elected at a record poll. Several railways to develop agricultural resources were under consideration. Special attention would be given to bona fide land settlement. It foreshadowed Bills empowering the Government to make advances to people desiring to build homes; to alter the constitution of the Public Service Appeal Board; to enable the weekly half-holiday to be determined by the clectorsj to reduce Ministerial and certain Parliamentary officials’ salaries; and to establish’a court of criminal appeal.
