OFFICIAL CHANGES. London, October 21. It is' officially stated that Sir Francis Hop wood and Sir Charles Lucas have resigned the secretaryship 'and registrarship respectively of the Order of St. Michael and St. George. The'King 'has directed that these ho hereafter held, ex officio, by the Permanent Under-Secretary of tho Colonics, with a Senator Assistant Undor-Socretary for the Colonies.
