A MATTER OF DETAIL. Paris, September 29. M. Caiilaux states that Germany’s fresh proposals regarding Morocco merely relate to the modification of the formula whereon an agreement had not previously been reached, and do not relate to the economic situation, which is settled. Several newspapers suggest that Germany is attempting to keep the Moroccan question open pending the settlement of the terms of compensa-
tion in the Congo. (Received 30, 9.15 a.m.) Paris, September 29. Notwithstanding M. Caiilaux’s statement, the newspapers declare that the German Chancellor’s suggestions will necessitate a fresh discussion of points already considered settled, including the economic question.
