Router learns from an authoritative source that although territorial compensation is momentarily in tno DacKground, owing to Germany’s now claims, France proposes to ceae territory to the extent of two-thirds of France, enabling Germany to have direqt access to tno Congo River, thus facilitating tno eventual railroad communication to German East Africa. France will give Germany access to the sea in the uay south or the Spanish territory or Riomuni, slightly north of Libreville; also the greater part of tho navigable U banglii reiver. This portion of the French Congo is- rich in rubber, ivory, and valuable forests. Further north Germany receives a triangular piece in the Shari country, adjoining the eastern boundary or the Cameroons, extending to the tenth parallel. France asks for a portion of German territory in the North Cameroons Paris, September 13. It is semi-officially stated that M. Deselves’ draft reply is most explicit, especially in regard to the necessity for maintaining economic equality among the Powers, and assuring France’s political liberty in Morocco. M.
