The “Herald” says Sir ' Joseph Ward’s Budget once again recalls the astonishing, sound and prosperous condition of affairs in New Zealand. Sir Joseph Ward might well claim that his case is unique. “It is interesting to note,” continues the “Herald,” “that tho era of academic legislation seems to have passed, and the administration of late has thrown itself more into tho actual work- of developing tho assets of the State, A really grave feature is the disappearance of Crown lands, and the problem of finding land for tho people will become practically insoluble.” ' ■'
