GERMANY’S DEMANDS. A SOMEWHAT CRITICAL POSITION. London, September 9. Berlin statements indicate that Germany is seeking a privileged position equal to that of Franco in Morocco. The “Times” states that France will never play the part of policeman in Morocco for the exclusive benefit, ol the German trader. The Daily Telegraph’s Paris corre spondent declares that a peaceful issue is a foregone conclusion. The FrancoGerman treaty will be signed and France’s compensation for Congo territory will bo on such a generous scale as to surprise Europe. But Germaam will have no privileges in Morocco except those granted to other Powers Berlin, September 9. There is a sharp fall on the Bourse owing to the prolongation of the negotiations. The .financial newspapers declare that the suspense is unbearable, and urge the Government to take the public more into its confidence. FINANCIAL PANIC. Berlin, September 10. Germany’s counter proposals will reach Paris on Sun day. There are scenes of excitement and alarm on the Berlin Bourse justifying the title “Black Saturday.” Shares in the Deutsche Bank and in great industries have tumbled heavily. SPANISH TROOPS ON THE MOVE. Madrid, September 9. Three thousand troops are embarking for Mel ilia to proceed to Alcusemas to stop hostile tribesmen in their ad ranee. M oamvhile the latter have attacked the Spanish positions 'and have been repulsed with great loss. Gunboats heavily bombarded the vil lages in the neighbourhood of Alcusemas. WAR RISKS FALL. London, September 9. War risks at Lloyd’s to the end of the week fell from iff to G per cent.
