Chapman foreshadowed an era of strikes in England and serious- industrial disturbances for three or four years, and suggested strengthening the Board of Trade’s powers, making intervention usual and rendering strikes and lockouts impossible until the officials had hoard the evidence of both sides and endeavoured to effect a settlement.
