FRANCE AND GERMANY. Berlin, August 23. Herr Kidderlen-Waechter, who is visiting Chomiaux, interviewed, declared that neither France nor Germany wished for war. Had France respected the spirit and letter of the Algeciras agreement, all would have been well, but French commerce had been unduly favoured over German. Router’s Berlin correspondent confirms Franch and German newspaper reports that France and Germany are approaching a settlement regarding Morocco. “The Times” Berlin correspondent considers Anglophobe attacks wore intended to cover Germany’s retreat and conceal the important fact that Britain had persistently strived to bring about a Franco-German settlement.
