REFORM OF THE COMMONS. London, August 15. WHEN THE HOUSE REASSEMBLES. London, August 15. The House of Commons will reassemble in October. PAYMENT OF MEMBERS. London, August 15. Tho Opposition moved to reduce the payment of members, firstly, by a lump sum, and secondly to £3OO a year. The legality of tho Government proceeding by resolution instead of by Bill has been questioned.
