NEW POSTAL REGULATIONS.

A regulation lias been framed providing that where addresses cf letters on transparent envelopes are not clear, the post office authorities may put them aside till work is less pressing. Whore articles in transparent envelopes are so folded that addresses arc unreadable, they may lie treated as undeliverablc.
