NEW SCHEME WANTED. Melbourne, August 1. The annual report of the Railway Commissioner shows the gross earnings to, be £7,407,830, an increase of 10.14 per cent, over , the. previous year The income was £4 13s 6cl per cent, o i the capital invested. The tram earnings were £4 10s 8d polecat. increase, of Is lid and 2d per cent, respectively. The surplus of rev on u" over expenditure for railways and tramways is £600,126, an increase of £33,458. The trams carried over 230,000,000 passengers, without a fatal accident. The Commissioner ad.ls that the limit of the capacity of the rolling stock is nearly readied, and a new and comprehensive scheme is uigently needed. • , ,
