THE NAVAL FORCES. London, July 31. Tho Times states that the naval memorandum containing particulars of the agreement between Great Britain, Canada, Australia and New Zealand, is a well conceived and eminently p'ictical solution of a difficult problem of bringing tho three naval forces into close organic relations.
