EULOGY FROM SIR E. GREY. London, July 19. Sir E. Grey, in reply to Mr W. P. Byles (M.P. for Salford) and others, after eulogising Lord Kitchener’s impartiality and capacity, which would command general confidence,explained tho appointment was civil and would not involve any change of policy in Egypt. He implied that Lord Kitchener’s knowledge and experience not only as soldier but as administrator was of great importance .n a difficult position. He knew no one possessing in such a high degree Mich special qualifications as Lord K.tchencr.
