(Received 5, 8.5 a.m.) Ottawa, July 4. The Conciliation Board failed to settle the British Columbia and Alberta coalminers’ strike. HEAT WAVE. FOLLOWED BV RAINSTORM. (Received 6, 8.5 a.m.) Ottawa, July 4. There was a sweltering heat wave in Quebec, followed by a terrific rainstorm. The streets are flooded, and business is at a standstill. A panic occurred on several river steamers, Hit it is believed there arc no fatalities.
