BOROUGH COUNCIL.
MONTHLY MEETING. The monthly mooting of the Borou> r ii Council was held last night. Present: His Worship the Mayor (Mr. J. Masters) and Crs. Paget, Sangster, McAllister, Boon, Healy, Mormon, Lawson, and King. Officers’ Reports. The Overseer reported:—The footpath, Broadway South, has been completed. Owing to recent heavy ram and tho soft nature of the foundation under a portion of the embankment a slight subsidence has taken plach on the western side. This can be put right during the summer months, ihe following streets have been repaire,,; Broadway, Cordelia Street, Hamlet Street, and Brecon Hoad. Pembroke Road, west from Portia Street, to the Borough Boundary, has been blinded with pit gravel. The work of cleaning water-tables and trimming the sid-'s of this road was put in hand, but had to be abandoned in the meantime, mtil the work of putting Broadway North in order from Mr George Hair s property to 1* lint Road is completed. This work will bo finished to-morrow. Three new’ culverts have been put in— Cloton Road, Celia Street at junction of Brecon Road, and Seo ton Stree t at junction of Portia Stree t. A cast-ircn water-trough lias been erected Broadway. Distance plates have been placed opposite all lire pings, except two, which will ho put np when printed. As wo arc now out of four-men earthenware pipes, please instruct mo as to whether I should buy locally n tho meantime or procure a truck-load from the manufacturers.— Adopted. The Abattoir Manager reported:—■v During tho month tho following stock were slaughtered;—o9 cows, 20 heifers 2 oxen, 0 calves, 231 sheep, 4 lambs, 51 pigs. Forty-five tripes, were prepared. The ices for tho monlr were £sl 17s, all of which have been collected and paid to the Town Clerk. Eleven beasts were condemned. 1 bo abattoir, fences, drains, machinery, plant, and buildings arc in good order. I have pleasure in reporting that the slaughterman carries out his duties n a capable and satisfactory mariner.— The Ranger reported that during the irionth he had impounded 70 head of cattle. He had got eight convictions—three for driving loose horses, four for driving vehicles _ without lights, and one for riding a bicycle on the footpath.—Adopted. Works Ccmmittco. The Works Committee reported AVe recommend the Council to accede to Mrs. Kirkwood’s request to share the cost of an iron fence between her property and tho Council’s in Miranda Street. The Overseer has been instructed to clear the fern from the cemetery, also to attend to the necessary repairs at the pound. We recommend tho Council to give its consent to the right-of-way, for a further four years, at present existing on section 319. We recommend the Council not to agree at present to Mr. Hall’s request for water to lie laid to t.io new street he is making. No new work has been done during the past month, and at the present time it is not contemplated tnat any new work will he required during tho ensuing montn. Maintenance work has been attended to as usual, and will he dealt with in the Overseer’s report.—Adopted. Flra Plugs. Rogarditig fire-plugs, the Overseer reported:—All fire-plug covers should he set in a concrete block 18in. x 18in. before being placed in position, and in cases where the pipe lino is :n the unmetallecl part of the street one cubic yard of gravel should he placed around the concrete block when in position. I estimate the cost of concrete blocks at 2s 6d each, placing them in position 2s each, where gravel is required 3s 6d extra. As to the fire-plugs used at the Dairy Factory lire, the Overseer reported :—1 have to report that the fire-plug was in good order and condition at that particular time, the only difficulty being in the opening of the fire-plug cover. The covers placed over all now fire-plugs arc close fitting ones, the idea being to prevent grit getting in the pings. These covers can lie made to open easily at a cost of Is Gd cadi. It was decided to instruct the Overser to have blocks made during wet weather. Or. Paget said ho had been at the Dairy Factory fire and had seen that • the brigade could not fit on the, hydrants. The Overseer said that at a small cost the, hydrants could lie made to fi~. The Overseer was requested to see to the matter of hydrants an I to tbo matter of plug covers. Plague Precautions. The Chief Health Officer (Dr. Yalintine) wrote as follows: —I have the honour to inform you that regulations will shortly lie issued empowering local authorities and the Department to adopt more stringent methods with regard to the destruction of rats, and other measures considered necessary to prevent plague from spreading in the Dominion. In addition to rat extermination tho Department would strongly urge the prompt removal and destruction of all refuse and garbage likely to encourage rats on any promises. To tin's end the Department would suggest that your Council authorise forthwith a house-to-house inspection of the Borough and prompt prosecution of persons who fail to comply with the regulations and existing by-laws relating thereto. Tho District Health Officers have boon instructed to give all possible assistance to local authorities in this respect. The Mayor moved that Txhe Borough Inspector lie instructed to make a house-to-house inspection. Cr. Paget moved as an amendment 'that tho Department be asked to send its sanitary inspector to make an inspection. Cr. McAllister seconded the amendment . He said that in, regard to one local hall it was alleged that waste matter was just thrown outside. Cr. Paget said it was no use the Borough Inspector going round once and then having to go round again with the Health Inspector. Tho Borough Officer could hardly lie expected to do tho work. The Town Clerk "said tee Healt'i Inspector had said ho would conic np whenever lie was called on. Slaufcliiorman’s Pac&csking. ’lnc manager of tho abattoir wrote: —With reference to your enquiry regarding the unlot paddock, No. 2, at tho abattoir, 1 beg to report that this paddock has been unlot from about tho second week in July of last year . Since then the slaughterman has had flic use of it for grazing Ids horses. Ho informs mo that lie h:>d permission to use tho paddock while unlot, ns in his agreement with tho Council lie is allowed paddocking accommodation for his horse. Regarding the area of the fiont paddock around the ahbatoir, I think there is about two acres. The matter of grazing was referred back to the Abattoir Committee to report. Opjnake Railway; The Clerk of the Nonnanby Town Board wrote, asking the Council to send delegates to a meeting to be Hold

Paget said somebody should lie present. It was decided that the Mayer and Cr. King represent tho Council. General. Mr. A. H. O’Leary asked that a footpath be constructed to his residence in Hamlet Street. —Works Committee to report to next meeting. Mr. A. Coleman asked that a culvert ho put in and an approach metalled to give him access to his section in Regan Street. —Referred to Works Committee with power to act. The Valuer-General notified that the application for the re-valuation of trie borough would come up for consideration shortly. In all probability the revision would bo undertaken.— Received. Mr. E. G. Kirkwood wrote directing attention to the swamp on his sections in Cordelia Street caused through water being drained on them from the borough streets. Tho sixroomed dwelling on tho sections was thereby rendered practically untenantable. —Works Committee to report. The secretary of the Stratford Farmers’ Co-operative Association wrote statin" that a deputation from his company desired to moot the Council regarding an agreement as to water supply to take tho place of the one about to expire.—Cr. I'agel moved that tho company he asked to put their offer in writing before a deputation was received.—The motion warcarried. Messrs E. S. and W. Road wrote: —“Wo wish to call your attention t-' tho trees on tho racecourse property. Pembroke Road, which we request you to have cut down, as they are ruining the road by keeping it shaded all tho time.”—Cr. Boon moved that tho Mayor and Crs. Healy and King lie. a committee to report to next meeting on tho position. Tho road at tho point was in a had state.—Carried.
