A PROPOSAL DROPPED. . London, May 30. The Scotsman states that Mr. Herbert Samuel (Postmaster-General) has decided 1 not- ' to proceed with a uniform design fi>r slumps for (he Empire. Mv. Fisher, Sir Joseph Ward and Sir A\ ilfrid Banner intimated that the proposal would not he favorably received in the dominions. Mr. Samuel intends to extend the Imperial postal order system to Australia and Canada. >
