Formation Of Government In Exile

NEW YORK, August 27

The Premier, Senor Jose Giral, today announced the formation of the first Spanish Republican Government in exile. Initially the Government consists of ten Ministers representing all the larger parties and the syndicalist organizations, with the exception of the Communists and dissident groups. Dr Juan Negrin (a former Prime Minister of Spain) has been excluded because, it is reported, his party—the dissident wing of the Socialist Party—would not agree to take part. A message from Mexico City on August 19 said Senor Diago Barrio, president of the Spanish Republican Cortes in exile, had taken oath as President of the Spanish Republic. REGIME IN SPAIN Popular Representation An Object (Rec. 7 p.m.) LONDON, August 27. The Spanish regime was making its way towards greater political liberty and popular representation, declared the new Spanish Foreign Minister, Signor Artajo, in an interview. Signor Artajo, who is the Catholic representative on General Franco’s Cabinet, added that Spaniards must learn a lesson from the British elections. “Orr regime is not rigid; it is, on the contrary, supple and able to make a transformation,” he said. “We must remember that this is desired by the democratic powers, as Mr Bevin stated. Mr Bevin’s speech shows Britain’s great political development. Such a radical electoral change in any other country, for example, Spain in 1931, would have led to a complete turn against the Government, even affecting the country. Nevertheless, Britain has been able to continue her fundamental political policy both at home and abroad. This is a tradition of the British—thdr way of evolution without violent conflict is an example to be followed by everyone. This makes us expect that Britain will respect Spain’s right to make her own political evolution with such speed or such delay as is required by national security in order to avoid a general collapse or dangero s confusion.”
