REPORTS OF TENSION OVER UKRAINE

NEW YORK, May 2.

The Herald-Tribune says that evidence of increasing tension between Germany and the Soviet is seen in the reports reaching Washington as both countries concentrate huge armies on the border of the Ukraine. Some officials believe that this tension may lead to a conflict by early in July unless the Soviet makes substantial concessions to Germany. • It is estimated that Germany has concentrated 900,000 men on the border of the Ukraine with another 1,000,000 in reserve. The Russians are, said to have 2.000,000 men along the entire Russian frontier. It is believed that the Germans are now exerting pressure on the Russians to obtain a foothold in the Ukraine through special rights for the exploitation of oil resources and other privileges.
