EXPANDING SOVIET DEFENCES
NEW ORGANIZATION FOR
INDUSTRIES u (Received January 13, 7.30 p.m.) MOSCOW, January 12. M. Joseph Stalin has issued a decree for complete reorganization of the Commissariat of Defence Industries to cope with the vast expansion of Soviet defences. The commissariat will be divided into four sections, with separate chiefs of aviation, ship building, war supplies and armaments. It is suggested that Russia is constructing a high seas fleet.
