The Manchester Guardian says that the problem of the Polish Ukraine is more serious than that of MemeL Already a Ukrainian force is being formed in Carpathian Ruthenia and German officers are being drafted to it.. The situation will probably be most acute ■in February. Well-informed circles express the opinion that the trouble can be solved without war though it will create difficult problems for the Western Powers. It is believed that the Lithuanians will accept “peaceful co-operation” over the future of Memel, thereby' coming under German protection.
