former chief-of-staff to TROTSKY LENINGRAD, September 16. The Central Executive Committee of the" Soviet Union has dismissed the Minister for Justice (M. Nikolai Krilenko) and substituted the People’s Commissar (M. Antonov Ovseyenko).. M. Ovseyenko’s position is paradoxical because he must bring Trotskyists to justice, notwithstanding that his entire career was based on his being M. Leon Trotsky’s chief-of-staff in the Petrograd revolution in 1917. His recent activities at Barcelona in counteracting Trotskyism secure his present post.
