NO CHANGE IN POLICY (Received April 20, 11.25 p.m.) GENEVA, April 19. Coincident with the application of the control scheme, Senor Isidor Fabela, the Mexican delegate to the League of Nations, announced that Mexico would continue to assist the Spanish loyalists. FASCISTS AND CARLISTS TO AMALGAMATE REBEL LEADER DISSOLVES OTHER PARTIES (Received April 20, 10.30 p.m.) SALAMANCA, April 20. General Franco has issued a decree for the amalgamation of Fascists and Carlists and the dissolution of all other parties in insurgent territory.
