PEACEFUL INTENTION TO BE EXPOUNDED (Received April 5, 11.25 p.m.) TOKYO, April 5. The Press announces that the Governor-General of Formosa, Admiral Seize Kobayashi, will this summer tour for two months south seas countries, including the Philippines, Dutch East Indies, Singapore and Hong Kong, for the purpose of expounding the peaceful character of Japan’s southward expansion and dispelling suspicions which are reported to be partly due to Admiral Kobayashi’s own appointment whereby Japan’s southernmost outpost is under a naval officer’s administration.
