Notice by Japan to the League of Nations of her intention to open an air service from Japan to her Pacific mandated islands has aroused misgivings in many circles because the proposed route cuts athwart Pan-American Airways’ newly inaugurated trans-Pacific line. Therefore some believe that it may be a counter-move to Pan-Ameri-can Airways. Japan’s declared plan to survey deep-sea fishing from the air also arouses misgivings, because it would bring Japanese flyers in the vicinity of Guam, which the United States may fortify when the non-fortification clause of the Washington Naval Treaty lapses.
