Stressing Germany’s need of colonies, Dr. Rudolph Seicke, a director of the Reichsbank, in a speech to bank officials said that he estimated that the colonies could export to Germany raw materials to the value of between £40,000,000 and £50,000,000 a year. The countries holding mandates could surrender their colonies without endangering their own supplies, he said.
