ENGLAND TO AMERICA COMPLETE AGREEMENT REACHED ' RECIPROCAL PRIVILEGES (United Press Assn.—Telegraph Copyright.) (Rec. 8.5 p.m.) New York, Dec. 11. The Washington correspondent of The Times says that a complete agreement between the United States, Britain and Ireland regarding reciprocal privileges for aeroplanes and landing rights along the route of the proposed trans-Atlantic air service which is contemplated for next spring was reported to-day. The only features on which there is not yet entire accord, it is said, are business arrangements between the two operators, Pan-American Airways and Imperial Airways, but these have nothing to do with governmental facilities. It was also learned to-day that the French Government was displeased that the French operating companies had been left out of the negotiations of the past week. It is expected, however, that it will send a mission to New York soon to discuss another reciprocal agreement with a view to starting an American-French ocean air service. (Royal Dutch Air Lines) Company and Pan-American Airways have agreed to co-operate in a transatlantic service between Europe and America.
