FINANCES OF CHINA. NEW SCHEME WELCOMED. (British Official Wireless.) (Rec. 5.5 p.m.) Rugby, November 5. The newspapers express satisfaction at the determination of the Chinese Government to deal boldly with the existing currency disorder. The Times says the new scheme will be welcomed generally because it promises to put the finances of China for the first time on a solid basis. It is true the scheme only deals with machinery, but it is drawn up in accordance with the most modern practices and most successful principles of banking organization. The Daily Telegraph says that by instituting a central bank with powers to buy and sell exchange and' keep the value stable, China is no.w in line with other important countries.
