SOUTH AFRICA AND JAPAN. GOOD PROSPECTS FOR TREATY. (United Press Assn.—Telegraph Copyright.) (Rec. 9.55 p.m.) Tokio, February 18. The South African Commissioner, Mr Brennan, who is at present in Japan, met the Osaka Chamber of Commerce at which thirty leading business men proposed a reduction of South African duties, the conclusion of a trade treaty and the appointment of a permanent trade commissioner to Japan. Mr Brennan replied that the present duties did not discriminate against Japan. There were good prospects for a trade treaty and he favoured the appointment of a commissioner.
